LOGIC: All the other cards with this form of ability clearly state '+X000 BP'. The card is not useless if taken completely literally (there are many characters with only 1000 BP and/or you may even WANT to reduce your BP in some situations). Whilst it is entirely possible that this is in fact a mis-print, there seems no 'rules' justification not to simply accept it word-for-word as printed.
